NCDA and LTFRB warn drivers and conductors

Beware bus rivers and operators!

The National Council on Disability Affairs (NCDA) is warning all public utility bus drivers and conductors to give the right treatment  to persons with disability!

Mr. Israel Racosas, a  passenger with disability (PWD)  using  a wheelchair recently sought the help of the NCDA to pursue his case against Victory Liner, Inc and its crew  for displaying arrogance and discourtesy   after his trip to Manila from Olongapo City, which  resulted him to insult and humiliation.

Mr. Racosas  filed a  complaint with the Land Transportation Franchising Regulatory Board (LTFRB) with the assistance of NCDA  against an arrogant and discourteous conductor in violation of  the Terms and Conditions prescribed in the Certificate of Public Convenience and Memorandum  Circular 2007-005.

The Victory Liner, Inc. and the bus crew of PUB Body No. 747 was slapped a fine of Three Thousand Pesos (P3,000.00) through an Order issued by a three-man investigation team from the Department of Transportation and Communications (DOTC)   Land Transportation Franchising  and Regulatory Board (LTFRB) and Land Transportation Office (LTO).

The said Order also recommends Victory Liner, Inc. crew to undergo a seminar and suspend his driver’s license. Further, the LTFRB  Management Information Division was ordered not to issue the required confirmation of unit until a proof of compliance of payment of the said fine has been submitted as well as a proof that the bus crew has undergone the said seminar.

In a related event, Director Mateo Lee, Jr.  of the NCDA said that to avoid the same incident to happen again,   bus drivers and conductors should show courtesy and proper treatment to passengers with disabilities  accorded to them.  Should this persist, stiffer penalties may be imposed  to those arrogant bus crews in the next time they will do the same  discriminating acts which is a culpable  violation of the Republic Act No. 7277 otherwise known as the Magna Carta for Persons with Disabilities.

    last day (october 9, 2010- saturday betwwen 11am to 11:55 am) i encountered a jeepney driver who doesnt want to give me a discount this is what happen. im complaining that i should have a discount even though it is saturday but he insist that students should not have discounts on weekends even though i have my valid id. and as i go down to his jeep and get his plate number, he was then pointing at me madly and saying things that i cant hear because of the noise around. pls help me to report this driver for having such an immodest attitude and he may do the same to other students.. a lot of jeepney drivers dont give discounts on weekends which is not fair for the college students are require to go to school even on weekends.!

    gusto ko lang pong ireklamo ang bus driver na ito na may plakang txw287 nag overtake po siya sa jeep namin at halos gitgitin na niya kame. nagulat na lang ang driver ng jeep namen kasi bigla na lang siyang sumulpot sa kaliwang bahagi ng jeep. mabuti na lamang at nahawi ng driver namin ang kanyang manibela kung hindi ay naaksidente na kami. napansin kong mas nauna ang pag overtake ng bus na ito kaysa sa pagbusina niya kaya naman nagulat na lang kami nang tuloy-tuloy siya sa pagpunta sa kanang bahagi ng daan ng hindi humihinto. pinagsabihan siya ng driver namin ngunit tinawanan lang siya ng bus driver. nangyari ito ngayong october 27, 2010 bandang 11am sa kahabaan ng commonwealth ave. bigyan niyo sana ng leksyon ang bus driver na iyan dahil buhay ng iba ang napapahamak sa ginagawa niya. umaasa ako na maaksyonan niyo ito. salamat.

    ako po si Rey Lachica Deaf po ako! gusto ko lang pong ireklamo ang pamunuan ng viron bus company dyan sa edsa cubao, quezon city. nitong october 13, 2010 ay inutusan ko po ang aking kapatid na si david lachica na ipadala ang binili kong gamot, gatas, oats at mga lumang damit para sa aking may sakit na ama. nakapangalan po sa box na pinadala ko ay ang aking nanay na si ofelia lachica na nakalagay na address. 14 hi-way tubod, damortis sto. tomas, la union. sabi po nang akin kapatid naipadala nya po sa viron bus ang aking padala noong october 13, 2010 alas 3 ng hapon at bago mag alas 9 pm dapat ay nasa damortis pulis station na po ang aking padala, kinabukasan ay pumunta ang aking amang may sakit at ang aking hipag pero sabi ng pulis ay wala daw binaba ang viron bus sa kanila hangang umabot po ng isang linggo ay hindi pa rin po natangap ang aking padala hangang ngayon po (nov. 13) ay wala pa po silang natangap na padala ko kawawa naman po ang may sakit na ama. tinawagan po namin at pinuntahan ng aking kapatid ang opisina ng viron bus pero sabi po ng conductor ay naibaba na raw po ang pinadala ko sa aking ama sa station ng pulisya sa damortis noong october 13, 2010 alas otso ng gabi, pero nang pinapunta po namin ang aking hipag kinabukas october 4, sinabi po ng pulis na wala naman po daw naibaba ng viron bus sa kanila (pulis station) hanggang ngayon po ay wala pa raw natanggap ng aking amang may sakit. tinawagan po namin ang aking hipag na pumunta ulit sa pulis station para kunin ang kanilang celphone number o telepono para sila ang kausapin namin pero sabi ng aking hipag na ayaw daw ibigay ng pulis ang kanilang telephone number kaya po sa inyo nalang po kami humingi ng tulong baka po sakaling matulungan ninyo po ang aking reklamo. ito po ang aking cp number 09291221115 txt lang po, kung sakaling may tanong pa po kayo sa akin. maraming salamat po.

    This has been my complaint for 2 years already. Had faxed a letter of complaint to Atty. Misal’s office last year but until now I see no improvement on the jeepney’s fare collection. By the way, letter is still with me in case there is a need for me to refax it for reference & possible action.

    The thought of my complaint is the overcharging of P2.00Php by jeepney conductors & drivers for jeepney routes 21B (Mandaue City, Cebu).

    I can say that it is indeed an overcharging since I know how to interpret the Fare Matrix. These drivers & conductors, as well as most passengers are merely posting it to their units & passengers accepts what they just charge as if Fare Matrix gives these 2 the right to collect what they think is correct without verifying the Matrix.

    I cannot blame the passengers that much since bulk of us are the masa. And thinking that analysis is not needed when referring the matrix.

    I just want to suggest that LTFRB would take time to educate passengers on how to interpret the posted document for our benefit. They might as well educate the operators & operators in turn should cascade it to their drivers. If ever violations are noted, operators should be held liable too.

    Imagine, from where I imbark up to where I disimbark, rightful fare should only be P7.00Php. But they are asking for P9.00Php. That has been practised for more than 2 years already. And I am afraid that the new fare increase will be approved, then an additional overcharging will just be carried forward.

    I have tried to educate some passengers about the interpretation of fare matrix when going home. Had even photocopied some to share it on the jeepneys. But since no action from the side of the regulating body, I was not successfull with the dissemination of the correct use of the Fare Matrix.

    But with the present administration, I am hopeful that this will be acted upon immediately.

    i am 9 months pregnant now…NOV 30,2012,me and my husband went to LANDBANK at Ortigas Extention Branch and we were done at the bank,it’s around 2:30pm-3pm.and we were crossing at the pedestrian lane(we’re actually at the middle na ng pedestrian lane)ng biglang humarurot yung taxi sa harap ko at muntikan masagasaan ako at asawa ko.Natamaan pa ng taxi yung dala ko bag kaya tumunog taxi nya at akala nya pa siguro eh kinalampag namin taxi nya at namFUCK you pa sya ng ilan beses..dapat mga ganyang driver di nyo tinotolerate yan sa kalye..di malayong makapatay yan or makadisgrasya ng inusenteng tao!!!sa sitwasyon ko natural naman siguro na may kabagalan ako maglakad kase buntis ako ng 9months.di ko matanggap ang ginawa nyang pambabastos samen at muntikan nya kme mapatay mag asawa at ang FIRST BABY ko…di namin sya pinatulan bukod sa tinandaan nmin plate number ng taxi TWZ 894.i hope you could do something about it…im so upset…i trust LTFRB na di nyo ito babalewalain and im very much willing to cooperate in this case para na din sa kapakanan ng iba…sana di kyo tulad ng ibang ahensya na puro salita walang aksyon…

    Matagal na mga ganitong complaint. I heard a story before na isang grupo ng mga naka wheelchair ang di hinintuan ng bus kasi ayaw matagalan sa pagsakay nila. Suggestion ko nga, magkaroon ng isang public announcement halimbawa sa national television tungkol sa mga ganitong hindi tamang ginagawa ng ilang drivers. Yung kakilala nga naming taxi driver nakipagbiruan panung nakapagsakay siya ng mga bulag; habang yung iba naman natutuwang laitin pa ang kalagayan ng mga may kapansanan.

    plate number TWC 382 kanina lang nangyari byahe edsa rotonda to dasma pala pala siningil lahat ng pasahero P40 kahit saan ka bumaba ganun ang ibabayad mo, tama ba yun?! lugi ang mga bumaba ng talaba.. mga student walang discount!!! sana hnd n ito maulit kawawa nmn ang mga sunod n mabi2ktima…

    I was so pissed off yesterday when one old man named Larry, an FX driver stationed in Deparo, Caloocan to Blumentritt, M,M. with the number on his plate of 645 almost got me killed while alighting from his vehicle. I had not alighted yet. I was just about to step down on the C3 road at A. Bonifacio when without warning he started moving his old van. Good thing my daughter and yaya had not alighted yet. I have been a regular passenger of these FXs in Deparo but their acts of arrogance and discourtesy made me stop patronizing their services. This same old goate “Larry” even drives like he is always drunk. My daughter once almost vomitted. This cranky old man should not be in the business of driving since he is putting all his passengers in danger. He should just stay at home and wait for his “sundo” because the sooner he is out of this world the better and the safer this world will be. He even went to the point of blaming his passengers for his fault. Drivers ( Deparo, Terminal esp. Larry ) should remember that their passengers are the means by which they can feed themselves and their families. Remember, too,that “Karma” works quickly and moves in mysterious ways. You will get your come-uppance one of these days.The world is round in the first place and that is a fact.

    hi ako po si jerome taga caduang tete macabebe pampanga. di po ako disable pero want ko sana i reklamo mga jeepney driver dito at ang kanilang mga caller na di nagbibigay ng discount sa mga student na tulad ko. kapg po may baha ang dating bigay nila na 26 pesos pagstudent at 31` nmn kapg hindi ay ginagawa nilang 40pesos no discount sa student.. nagreport po ako kasi nasira ang bridge sa colgante macabebe pampanga at dhil dito ay umiikot sila sadike at nagsisingil ng 40pesos mapamasantol o macabebe man na masyadong mhirap sa aming mga studyante sa sakto lamang sana po ay maaksyunan nyo agad ito.. ang pwesto po ng mga jeep ay sa SM pampanga sa harap inasal at congogrill sa dulong sakayan po ..sana po reply kayo sa akin. salamat po.

    napakalaki po kasi at hirap talaga ngaun ang buhay. lalo na at hangang macabebe lng ang baba ng mga jeep kaya ang dating 26pesos dati na binabayaran ko kada sakay ay nagiging 50,(dhil 10 pesos pa sa tricycle. tingin ko po ay nangaabuso na ang mga caler at driver dhil sa sitwasyon. di ba po kahit malayo or magdagdag sila ng pamasahe ay dapat na magbigay parin sila ng dicount para saaming mga stundent.
    100 pesos lng po ang baon ko araw araw so kapg 50*2=100pesos – 100 = 0pesos(kulang na kulang sa panglunch ko nakakawa nmn kamng mga student) wala na po ako panglunch kumakain nlng tuloy ako ng skyflakes.. maghpon po ang klasi ko

    Irereklamo ko lang po iyong PUJ na may plakang TWN 606 biyaheng Lagro to Novaliches Bayan. Gabi po ng November 27, sumakay po kami sa jeep nya para makauwi. Nagbayad po kami ng isang daan(100 pesos) para na po sa ming tatlo iyong magkakaklase. Nang matanggap po niya iyon ay tinanong agad niya kami kung ilan iyon, sinagot ko naman na “Isang kaligayahan, at dalawang SM Fairview po”. Sumagot siya, “bale tatlo?”. sinagot namin ng “opo”, pero nagtagal pa po bago namin matanggap iyong sukli kaya tinanong ko na kung nasaan na iyong sukli ng 100 pesos. Sinabi naman po niyang ibinigay na niya, “Naibigay ko na iyong isang 100 dyan ha” parang galit pa po pero ang totoo ay wala pa po talaga kaming natatanggap na sukli, sinabihan pa niya kaming maging matapat. Pero wala pa po talaga kaming natatanggap na sukli. Bumaba na lang po kami kasi para namang wala nang patutunguhan pa iyong usapan hangga’t ipinagpipilitan niyang tama siya at sinungaling kami. ayoko ring makabastos ng matanda.
    Sana po ay masolusyunan agad kasi sayang din po iyong sukling iyon. At paano po kung marami pang makaranas ng ganoon. Sana po matulungan ninyo ako sa problemang ito.

    Ako po si Vina ako po ay hindi disable subalit nais ko po ireklamo ang konduktor ng bus na ito na may plakang TYK 154 ako po ay bababa sana ng ortigas ay tinanong ko na po
    kung dadaan ng ortigas ilalim sabi po ay hindi fly over sinabi ko po na bago mag fly over bababa na ako, subalit hindi po ako pinakinnggan ng driver subalit ako po ay nakakasigurong narinig nya, sa galit ko po ako po ay nagalit at nagsabing “abusado kayo” dahil dalawang pangyayari po ang aking nakita dalawang pagkakataon po nakita na mayroong bumaba na may dalang bata sinabi ng kasama ng bata “ may bata ha”
    agad umalis ang bus ang sinigawan ang bus ng bumaba, pangalawang pangyayari meron po ulit bumaba may dalang batang lalaki ganun din po ang ginawa sa dalwang pangyayari po ay nagpakita po ng kawalang pagpapahalga ng konduktor sa mga bumaba
    Bukod dun ay napakbastos po ng konduktor ang mga ganitong tao po ay sana natututuruan ng leksyon bago po sumampa sa bus.

    PVZ 966– yan ang plate number ng jeep nasakyan ko kanina papuntang delta ikot napaka arogante ng driver. hindi na tumuloy na biyahe dapat iikot pa at malayo pa ang babaan ko, sa alanganin ako ibinaba sabi nya hanggang dito lang kakain muna kami (kasama nyang conductor) nung tinanong ko bakit di iikot eh dun dapat papunta ang maangas na sagot “eh sa gutom na kami eh”…. “o eto pamasahe mo sumakay ka”. mabuti sana kung madali lang sumakay doon eh bihira ang dumadaan dun at late na ako. mga kagaya nitong walang modong driver hindi dapat pinapalampas!!

    As on my way to school, i rode this jeepney with plate no. DFH 767. As my usual fare, I paid him P11.00 which is i know the discounted fare for student (fare from Mariquita to St.Michael’s College). When we reached SM Sta.Rosa, the jeepney got unloaded and I was left alone. When the jeep start moving, the driver asked me of how much did i pay for my fare and where is my destination. When i said “11.00 po, estudyante, sa St.Michael po galing Mariquita”, he got angry. He said that it’s only P2.00 that should be less for discount to student’s fare. And i said, “oo nga po kaya nga po 11.00 e”. But he replied, “P16.00 ang pamasahe kapag regular fare kaya dapat 14.00 ang ibayad mo.” He must be crazy. The regular fare from Mariquita to SM Sta.Rosa is 12.00 and 1km is the only distance between SM Sta.Rosa to St.Michael, so it must be an additional 1.00 only and it should be P13.00. But he kept arguing with me. I said “Mama, araw-araw po aq bumibyahe kaya alam ko kung magkano ang pamasahe. Actually yung ibang drivers P10.00 lng nga ang snsingil sa akin e.” But he said, “16.00 na ang nakalista sa mga taripa kaya dapat talaga 14.00 ang ibayad mo.” But when i asked where his “taripa” is, he just said that he has none kasi di naman daw kailangan at di pa narerenew. Ang kapal din tlga ng mukha nya noh? How come that he demand for such fare when he has nothing to present such “Taripa” or Fare Matrix? So to finish our discussion i offered him my additional P3.00 but he refused, and instead, he just kept talking which is very annoying and made me irritated. So i decided to go down to his jeep eventhough im a bit far to my school just to avoid more conversations with him. But as i go down to his jeep and get his plate number, he was then pointing at me madly, shouted “Ang pangit mo!”, and saying some things that i cant hear because of the noise around. Please help me to report this driver for having such an immodest attitude and that he may do the same to other students

    Gusto ko pong ireklamo ang kundoktor ng aircon bus na sinakyan ko kanina.. Elena liner Copr. (hindi ko matandaan ang # ng bus) hindi nya tinatrato ng maayos ang mga pasahero.. ang aga-aga mas mainit pa ang ulo nya kysa sa mga pasahero.. inooverload na nga kami sa loob ng bus..kaya may nadudukutan ehh.. puno na marami ng nakatayo at hindi na mkadaan palabas yung mga bababa.. kung hindi nya sisigawan, minumura or sinasabihan nya ng nakakainsulto.. ang gusto ko po sana mapagsabihan ang kanilang mga kundoktor.. kadalasan babae ang iniinsulto nyang kundoktor na yan or minumura.. ang nakakatawa lang sa kundoktor na yan magsasabi sya ng nkakainsulto or pagmumura yung hindi gaanong maririnig or pababa na ung pasahero para nga nman hindi sya mabalikan at mapagsabihan..

    Ireklamo ko po ung bus na sobra maningil byaheng cavite. San agustin with plate # tyg379. Normal rate should 25 pesos only, 28 ang siningil. Malaki ang patong nila sa pamasahe sa mga pasahero sana po matugunan. Galing Lydias to Anabu Coastal. Bakit po iba ang rating nila sa mga kagaya rin nila. Sana po iisang rate lng sila, malaki kasi ang pinatong nila. Hindi sila naniningil ng tama sa pasahero. Sana po maaksyunan, magawan ng aksyon kaagad o wag payagan maka renew. Maraming salamat po.
