Dear Mr. Lee,
This is in reference to your letter dated 01 February 2010 addressed to the Honorable Secretary of Health Esperanza I. Cabral, M.D., which the same was endorsed to the Food and Drug Administration (FDA) with respect to implementation of the availment of 20% discount on purchase of medicines from drug establishments for the exclusive use of persons with disability (PWD).
As you have raised in the said letter, persons with disability experience difficulty in availing the said 20% discount pursuant to Section 32 of Republic Act No. 9442 amending Republic Act No. 7277 of the Magna Carta for Disabled Persons.
In response thereto, and for this FDA to take appropriate legal actions to the erring drugstores which allegedly refuse to grant the said 20% discount to PWD be lodged with this Office.
Rest assured that FDA is committed in promoting the welfare of our disabled Filipino citizens and as such, FDA shall, as part of our routine inspection to all drugstores, strictly monitor and audit the record of books of PWD maintained by drugstore to ensure compliance with Republic Act No. 9442 and Department of Health Administrative Order No. 2009-0011.

isa ako membro ng PWD Rosales, Pangasinan. Dito po sa aming bayan hindi po nagbibigay ng discount ng st. Joshep, mercury, at iba pang drug stores. hinihiling ko po na bigayan po sila ng dirictiba buhat sa FDA na bigyan po tayo ng discount.
Saganang akin mas maganda kong galing mismo sa FDA ang utos kaysa kami na pangkaraniwang PWD membro ang magsasabi sa kanila.
Maramin pong salamat.

kong hindi magbigay ng dirictiba o kautusan ang FDA ibig sabihin hindi sila seryuso sa pagpapatupad ng batas na pinasa ng ating congreso.
ang kahul;ogan nito kailangan pa po natin muling lumaban para sa ating karapatan. Ako bilng isang pangkaraniwang membro ng PWD gagawin ko ang aking magagawa makamit lang po nating ang ating karapatan.

Isa ako sa membro ng PWD’s, Hinoba-an Capter, Hinoba-an Negros Occidental..samakatuwid, ilang basis ko na tinanong sa mga ibat ibang drugstore kong bat walang discount o hindi ini-honor ang discount card ng PWD’s…minsan itinanong ko rin sa sarili ko kong bat…ano ba talaga ang pakay o silbi ng Republic Act 7277 as Magna Carta for the PWD’s… Sa-an ba talaga mahanap ang tunay na PAGBABAGO…? Hihintayin nyo pa ba na maging katulad nyo rin kami, at saka na kayo umaksyon at pansinin kong ano ang amin nararamdaman…? Walang mangyari na-PAGBABAGO… kong lahat kayo ay bulag sa katotohanan…

Dear Sir/Madam:
It is so enlightening to read of the letter of FDA and their support for the 20% discount for the medicines of PWDs. It is very discouraging however that in the provinces, particularly for Nueva Vizcaya, there is a very poor implementation of such laws and ordinances. Hope your services will extend to the provinces too. thank you and God bless.
