The National Council on Disability Affairs (NCDA) recently turned-over instructional and information materials to students with disabilities of Batino Elementary School in Quezon City, as part of its continuing campaign to promote the right to education of persons with disabilities as embodied in the UN Convention on the Rights of Persons with Disabilities. Undersecretary Alicia R. Bala (3rd from right) of the Department of Social Welfare and Development who used to be the Officer-in-Charge and currently Alternate Chairperson of the NCDA Governing Board, spearheaded the National Campaign to Promote White Cane project among blind persons especially those studying in the elementary level which subsequently resulted to inclusion of instructional materials for other children with disabilities. Joining her are (from right to left) NCDA Chief Information Officer Rizalio R. Sanchez, Department of Education Undersecretary Albert T. Muyot, Batino Elementary School Principal, Mr. July Villapa, and NCDA Deputy Executive Director Mateo A. Lee, Jr., including students with disabilities from said school.

AFS-USA Taps Deaf Pinay Alumnae as Leader in the YES – EOS Orientation

USA last June 24 – July 1, 2012. Ms. Fiestada was the first Filipino PWD AFS Alumnae to serve as a Group Leader (inset photo) for 8 deaf scholars from Kenya, Malaysia, Mozambique and the Philippines. The Orientation is given to AFS scholars who are returning to their respective countries after 1 year of cultural exchange studies in the USA.

My warmest greetings to the National Council on Disability Affairs, as you
spearhead the 34th National Disability Prevention and Rehabilitation
(NDPR) Week celebration, as chaired by the Department of Labor and
Employment.

In our continuing quest for equitable progress, the Filipino people are our
most indispensable resource, and their welfare is our top priority. We take
pride in the accomplishments of our persons with disabilities and their
contributions to our nation-building agenda. They are our paragons of
strength and determination, resilient and steadfast in fulfilling their great
potential among the movers of our nation.

May this occasion bring forth a stronger resolve in addressing the issues
concerning your sector. Rest assured that we in government remain
committed to safeguarding and promoting the interests of all our people, chief
among  these being the right to work in any office or industry setting and
reducing the index of marginalization. Let us work together to secure a just
society, where no one is left behind and every hardworking citizen is given
the opportunity to realize his dreams.

DSWD Undersecretary Alicia R. Bala turns over the NCDA Flag as a symbol of assigning her function as the NCDA Officer-in-Charge to Ms. Carmen Reyes Zubiaga as the New Acting Executive Director.  The turn over ceremony was held at the National Council on Disability Affairs office in Quezon City.

Take it from  “Teacher Carla”.  House of Reps Personnel learn tips on assisting persons with disabilities, from this vibrant SPED teacher  ‘ón wheels’  Carla dela Cruz, cum laude BSEED graduate of Trinity University of Asia,  now a classroom teacher in Commonwealth Elementary School.  Shown on the right  receiving her certificate of appreciation from Ms. Gertrude Pabelona, President of the HOR’s “Empowering Persons with Disabilities, Inc.” and some Congress officials, Carla was a consistent scholar in college and an American Field Service (AFS) exchange student in Poolesville High School, Maryland in 2004-2005. S her clincher, she shared that a wheelchair-user  must be consulted first where he/she wants to go,  and not to be maneuvered  without consent, which was how they were treated for a long time.

Led by its Chairman, Mr. Vitaliano N. Nañagas III and Executive Director, Ms. Marilou Pantua-Juanito, Volunteer Service Organization (VSO) Bahaginan launched their “3-year country plan to address poverty in priority areas in the Philippines.” This ground-breaking event toasted synergy to the max, among local organizations and government agencies, volunteers and supporting communities at the Ayala Museum last June 25, 2012.

VSO Bahaginan aims to make a significant, enduring impact on the lives of marginalized and poor Filipino communities, with capacity-building and climate resilient projects anchored an active citizenship and asset reform.

VSO Bahaginan’s three-year plan includes:

¶  Peace-building efforts in Mindanao, particularly in the areas of Lanao del Norte and Lanao del Sur provinces.

¶  To improve the quality of life of local people by building climate change resiliency in forest and coastal communities, through its Model Forest program in Samar and Bohol provinces.

¶  The deployment of VSO Bahaginan’s Filipino and international youth volunteers for participation in the Disaster Risk Reduction and Management (DRMM) system instituted by the Municipality of Hagonoy, Bulacan.

¶  “Increasing Participation of PWD [persons with disabilities] in 2013 Elections,” a project launched in Cebu now being rolled out in the country’s key cities, to push for “disability-inclusive” elections in a big way.
