The Council fully supports the vision you shared in your inaugural address towards the right path (“tungo sa matuwid na landasâ€). You won the hearts of all Filipinos, including us in the Council, and the sector that we serve, in your urgent call for action and unity to get our country back on its feet.
Created on February 26, 2008 the strength of E.O. 709 hinged on the country’s ratification of the “UN Convention on the Rights of Persons with Disabilities†(CRPD) on April 15, 2008, the global community welcomed the move then, to put the Council under the Office of the President, the highest Office of the Land. Given low priority for many years, local programs started getting support from the international community, in response to the Convention’s Article 32 (International cooperation) to help the government push a high-impact “disability-inclusive†campaign in the country.
To keep NCDA under the President’s direct supervision sends a very strong message locally and internationally- that our new government is fully committed to honor and use the treaty as leverage, to empower PWDs as productive and decent part of the country’s workforce, on a national scale. As proof, we are submitting accompanying selected major breakthroughs on international cooperation.
