Dear Acting Executive Director Zubiaga:

This pertains to your request for the inclusion of Disability Affairs Officer (DAO) positions in the Index of Occupational Services, Occupational Groups, Classes and Salary Grade (IOS).

We are pleased to inform you of the approval of your request for the creation of DAO positions pursuant to Rule IV of the Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 10070 which provides for the establishment of the Persons with Disability Affairs Office (PDAO) to be created in all provinces, cities, first (1st), second (2nd) and third (3rd) class municipalities under the office of governor, city or municipal mayor, respectively. The qualification standards for DAO positions in the PDAO for the Local Government Units were already approved by the Civil Service Commission (CSC) in CSC Resolution NO. 1600804 dated June 29, 2016.

We would like to emphasize, however, that the organizational level and staffing pattern of the PDAO should be left to the discretion of the LGUs, which are in a better position to determine their needs and financial capability.
