PROCLAMATION No. 1870

DECLARING THE THIRD WEEK OF JULY EVERY YEAR AS THE NATIONAL DISABILITY PREVENTION AND REHABILITATION WEEK

WHEREAS, the National Commission, Concerning Disabled Persons, created through Presidential Decree No. 1509, was mandated to serve as a central authority which will direct, coordinate, and integrate planning and management, as well as implementation of all activities, public and private, pertaining to the welfare of the handicapped;

WHEREAS, the National Commission Concerning Disabled Persons will spearhead the holding of a series of activities involving government and private welfare agencies to highlight the nation’s efforts towards disability prevention and rehabilitation leading to the effective integration of the disabled into the mainstream of society;

WHEREAS, it is in the national interest to stimulate public awareness of the problems of disability and encourage every citizen to take active responsibility in the uplifting of the economic and social conditions of the disabled members of our society;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President and Prime Minister of the Philippines, by virtue of the powers vested in me by law, do hereby declare the third week of July every year as “National Disability Prevention and Rehabilitation Week” under the auspices of the National Commission Concerning Disabled Persons and its affiliated organizations. In the celebration of the week, all public and private welfare agencies are hereby enjoined to participate and cooperate actively with the Commission. Any financial contributions will be tax-exempt.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
