			<content:encoded><![CDATA[<p>The Metropolitan Museum of Manila announces their line up of activities for the first quarter of 2010 for the viewing public.  The exhibit activities will especially appeal to students and enthusiasts of design, history and the humanities, with or without disabilities.</p>
<p>The activities are very accessible with some, like the tours, being offered for free, to the public. The rest would require minimal entrance fees. Paid activities are also available in discounted rates to groups of at least ten people.</p>
<p>The activities will allow you to experience the unique exhibits and programs of the Museum. The “Sensorium” and “Salakai Uli”! are engaging exhibits that allow the material exploration of the art pieces through touch. The “Touch the Artists’ Vision Program” is especially designed for visually-impaired visitors “to see” some of the artworks in the Museum with the use of audio guide, tactile drawings and Braille captions.</p>

It is vested with powers and functions as a policy making, coordinating and monitoring agency of the government on disability related matters and propose legislations concerning the rights of persons with disabilities in the country.</p>

			<content:encoded><![CDATA[<p>Undersecretary Rosie Lovely T. Romulo, Chairperson  of the National Council on Disability Affairs (NCDA) and   Elder Leopoldo Fonbuena, Country Director  of the Latter-Day Saints Charities,  recently led  in the distribution of wheelchairs held at  the NCDA office in  Quezon City.  </p>
<p>In her remarks, Mrs. Romulo expressed her  appreciation to the Latter-Day Saints Charities  for their generosity and unrelenting efforts to  reach out to more Filipinos with disabilities by providing them  wheelchairs to enable them to  have access to greater mobility and participation in the mainstream of society.</p>
<p>	The beneficiaries/recipients who are mostly children and adults with disabilities came all the way from the cities of  Angeles,  Pampanga, Pasig and Muntinlupa.  </p>
<p>	As of this date,  Latter-Day Saints Charities Philippines has donated a total number of  2,000 wheelchairs  which were turned-over in simple ceremonies by NCDA  to the beneficiaries of mostly  children with disabilities of the National Capital Region and outskirt provinces of Luzon,  Visayas and Mindanao. </p>
<p>	The guests who arrived to witness   the turnover include  Dr. Marilyn Hammond,  Associate Interdisciplinary Training Division Director, Center for Persons with Disabilities; Mr. Jeff Sheen, MS, Training and Development Specialist and  Mr. Sachin Pavitran, MS,  Project Coordinator and Assistant Technology Specialist of the Center for Persons with Disabilities, all of Utah State University.   Assistant Secretary Nora C. Salazar and Mr.  Mateo A. Lee, Jr., Officer-in-Charge of  NCDA,  were also present to grace the occasion  of  the NCDA.</p>

			<content:encoded><![CDATA[<p>The National Council on Disability Affairs (NCDA) with the Department of Social Welfare and Development, Department of Education and other government organizations, Shoe Mart (SM) Committee on Disability Affairs, SM Super Malls and Autism Society Philippines, Autism Hearts Foundation,  and other NGOs on autism will undertake various activities during  the  national   observance of  the “14th Autism  Consciousness Week” on January 17-24 pursuant to Presidential Proclamation 711 issued on January 4, 1996.  </p>
<p>	  The  weeklong celebration  include,  among others, Angels Walk for Autism in SM Mall of Asia, 1st Regional Conference in De La Salle, Dasmarinas, Cavite, Colors of Autism Exhibit in Atrium, Block, SM North, Discussion on Autism in Local Government Units (LGUs)  during flag ceremonies, Developmental Assessment and Family Support Group Meeting in Laguna,  and Sensory Friendship Games in SM Baguio.  </p>
<p>	Other activities include an International Autism Conference on February 3-5, 2010,  in the Philippine International Conference Center, Manila. <p>	These awareness raising activities  emphasize the governments’ efforts and commitment  to promote the rights of children with 	autism under the UN Convention on the Rights of Persons with Disabilities (CRPD) and the Magna Carta for Persons with Disabilities..  </p>
<p>  	Autism is a lifelong developmental disability that affects how an individual interprets what he sees, hears, and touches, thereby impairing his understanding and use of language and his adaptation to his environment. It is  treatable,  if the child is diagnosed and receives early  intervention  in life. With special education and therapy,  most children with autism, can be trained to be self-reliant and productive members of society.</p>
<p>	Statistics show that in the Philippines at least 600,000  families are estimated to be affected with autism. Likewise,  there was a recent report from the Center for Disease Control of the United States that one (1) out of 110 individuals is affected of some forms of autism. It is also the fastest rising developmental disability that will be diagnosed more than diabetes, cancer and AIDS combined in the coming years.</p>
<p>	Your support to all of these activities will make children with autism go beyond their boundaries especially if you will have government identified those children with autism in your community and have them reported to us for appropriate intervention. Early detection of this disability will make a difference in the lives of these children because research shows that autism can be treated at early intervention. </p>

			<content:encoded><![CDATA[<p>             Undersecretary Rosie Lovely T.. Romulo, Chairperson of the National Council on Disability Affairs (NCDA) led the consultation dialogue with  leaders of persons with disabilities held on January 14, 2010 at the NCDA office. The participants represent  their respective organizations based in   Metro Manila and nearby localities. Mrs. Romulo  was joined by NCDA Assistant Nora C. Salazar  and Mr. Mateo A. Lee, Jr., Officer-in-Charge of the NCDA.</p>
<p>	Several issues affecting persons with disabilities were tackled that includes  the  20% discount privileges in the purchase of medicines pursuant to the Republic Act 9442,  guidelines on the computerization of the issuance of the identification cards providing for the  20%  discount, and   employment and livelihood programs of persons with disabilities.</p>
<p>	In response to comments raised by the participants particularly on the 20%  discount  in the purchase of medicines, he informed them that  NCDA had a meeting with the Drugstores Association of the Philippines (DSAP)  and came up with the following three (3) agreements:<br />

<ol>
<li>Immediate implementation of the 20% discount only to uni-branded and generic medicines for the first six (6) months of 2010 and to include all branded medicines after the said period;</li>
<li>NCDA shall support DSAP in encouraging the multi-national pharmaceutical companies to share in the cost of the 20% discount while lobbying before congress to amend the tax deductions provision of RA 9442 into tax credit as a way of tax incentives to the drugstores industry, and; </li>
<li>NCDA shall request the Department of Health (DOH) to exempt from the 20% discount the medicine listed in the coverage of Cheaper Medicine Law for the six months of implementation in 2010.</li>
</ol>
<p>	However, all these agreements were referred by NCDA Board to the Legal Consultant for comments since there is a pending case in Court where DSAP is seeking a Temporary Restraining Order (TRO).</p>
<p>	On the issuance of computerized identification cards, it was disclosed that  persons with disabilities can secure the application forms by downloading them from the  DOH website for the issuance of  ID numbers and generation of statistical report. This will cover NGAs, LGUs, NGOs and organizations of PWDs or any individual whether directly or indirectly involved in the availment   of the PWD-ID. This would also undertake data collection of statistics of persons with disabilities.  </p>
<p>	On the issue of employment and livelihood of persons with disabilities, PWDs are encouraged to engage in   DOLE’s Kabuhayan Starter Kit (Knowledge-sharing, Inputs acquisition, Training on Entrepreneurship and Skills acquisition) and on the program scheme being undertaken by the Department of Trade and Industry (DTI) dubbed as  “One Town One Product” (OTOP). </p>

<p>Other discussions include  presentation of different programs and projects of  leaders with disabilities citing good practices by their local government units that include the cities of Angeles, Mandaluyong, Makati, Valenzuela, and  Quezon.  </p>
<p>	Mrs. Romulo acknowledged their presentations and remarks where benefits for persons with disabilities provided by the government are more readily available as a result of the various mandates and policies.           </p>
