NCDA Awards Certificates to LGUs for issuing IDs to Persons With Disabilities

The National Council on Disability Affairs awards the certificates of recognition of top Local Government Units (LGU) in issuing Identification Cards to Persons with Disabilities during the 1st Disability Summit held at Manila Pavilion Hotel, September 24, 2009.

The recipients of the awards are as follows:
- MUNICIPALITY OF OBANDO, BULACAN – FIRST LOCAL GOVERNMENT UNIT ISSUING IDS TO PWDs, Mayor Orencio Gabriel, represented by Ms. Elaine Benicarlo, Executive Secretary to the Mayor
- CITY OF MANILA – LGU WITH THE MOST NUMBER OF IDs ISSUED, Mayor Alfredo Lim, represented by Mr. Jay Dela Fuente, Head – Manila Department of Social Welfare
The certificates were awarded by Ms. Geraldine Ruiz, Executive Director of NCDA together with NCDA Assistant Secretary Nora Salazar and Assistant Secretary Ma. Lourdes Baua of the Department of Trade and Industry (DTI).

TO WHOM IT MAY CONCERN:
The strict requirement by commercial establishments for the presentation of PWD ID’s from persons availing of the rights, priviliges and benefits [discount on purchases and services] granted to PWD’S under the law, I believe defeats the purpose and spirit of the law when the disabilty of a PWD is quite apparent.
One thing, I hope many will agree with me that ID’s can be easily forged while actual and apparent physical disabilty [ which can be recognized by the bare eye] cannot be feigned.
Therefore, to avoid irritants/conflicts between the one availing of the benefits and commercial establishment/s, may this humble self be allowed to suggest.
I guess, it would be better that ID’s, as a pre-quisite or condition sine qua non, to be able to avail of the discounts and other priviliges be dispensed with in cases where the ” person’s disability is very apparent “.
If it cannot be done by administrative measures then it behooves upon the NCDA to work [lobby] for the immediate amendment of the law to effect the aforementioned purpose.
