ORDINANCE NO. 12, Series of 2003
AN ORDINANCE CREATING THE OFFICE OF PERSONS WITH DISABILITIES AFFAIRS (OPDA) IN THE MUNICIPALITY OF BAUANG AND PROVIDING APPROPRIATION THEREOF.
Be it ordained by the Sangguniang Bayan of Bauang, La Union in session duly assembled:
SECTION 1. This Ordinance shall be known and cited as “An Ordinance Creating the Office of Persons with Disabilities Affairs (OPDA) in the Municipality of Bauang.”
SECTION 2. Definition of Terms. For purposes of this Ordinance, the following terms shall mean:
1. Disabled Persons – are those suffering from restriction or different abilities, as a result of a mental, physical or sensory impairment, to perform an activity in the manner or within the range considered normal for a human being;
2. Republic Act 7277 – An Act Providing for the Rehabilitation, Self-Development and Self-Reliance of Disabled Persons and their Integration into the Mainstream of Society and for Other purposes.
SECTION 3. There shall be an Office of Persons with Disabilities Affairs in the Municipality which shall address the needs, concerns and issues of disabled persons as called for under Republic Act 7277.
SECTION 4. The Office of Persons with Disabilities Affairs (OPDA) shall provide assistance to persons with disabilities in terms of employment, education, health, transportation and such other rights and privileges which these persons are entitled.
The Office shall perform such other functions and responsibilities that are necessary and incidental to the proper and effective implementation of RA 7277 and for the upliftment of persons with disabilities.
SECTION 5. The amount of One Hundred Forty Thousand Pesos (P140,000.00) shall be appropriated for the aforesaid Office in the annual appropriation for 2004 and every year thereafter.
SECTION 6. The said amount may be augmented in the annual appropriations for the succeeding years depending on the additional necessary expenditures of the Office and on the availability of funds.
SECTION 7. Any existing resolution or ordinance or portion or provision thereof that is inconsistent with this Ordinance shall be repealed or modified accordingly.
